Yes indeed having conservative Blacks, Hispanics, Asians, Jews ect be involved and visible is important in competing for those votes, 20% of the Black vote would end the chances of the democrats ever winning anything in the South again.

Literally speaking, you are correct. But literally, no one is born Republican or any other political designation as well.
But if you are born into a 'Rat family, you are statistically likely to become a 'Rat and remain so for the rest of your life. It's just the stuff you hear in your family growing up. (I've heard somewhere that about 80% of the electorate identifies with the party that that parents identify or identified with.)
