Teach them to shoot .45ACP; that will stop a man dead in his tracks. Why use a 9mm when .45ACP is available? Just increases the odds the bad guys lives too long. Of course it pre-supposes the police can shoot to begin with.
It’s probably a good thing they weren’t shooting 45’s - the folks who they shot would be a lot worse off.

Nope. Not unless you shoot him in the head, in which case most calibers will do fine. You can shoot a guy in the heart with a 44 magnum, and he’ll have enough blood left in the brain to shoot back for 10-20 seconds - long enough to empty a magazine at 10 feet.
How often do they train at a firing range? When was the last time? How did they do? I want to know the answer to these questions.
Seems to me that they can't hit what they are shooting at or they panicked and couldn't hit what they were aiming at, IF they aimed at all.
