Per a policeman speaking to FOX news; the shooting happened in an office building 10 W 33rd street, but not the Empire building. He shot his manager. The shooter designed ladies handbags. The shooting on the streets was a gun battle between the man who was trying to escape cops who were following him.
Well that answers the question. A cop on every corner 24/7 will solve the problems. /s
