How does one like munchkin Bloomberg appear to be so stupid but becomes so rich?

To tell the truth, I couldn't take my eyes off the other munchkin standing next to Bloomberg. He looks like a cartoon character.
Anyone know who that guy is?

This appears to be a (weak) attempt at generating news. Comparing Georgia Arms to while-ruled South Africa. Puhlease. I agree with Ray Kelly. "I think ya gotta give it up Mary."

On the height issue, Rodney Dangerfield, as Thornton Mellon, famously said "If you want to look thin, hang out with fat people!"

Perhaps Bloomberg is using a variation on this approach for the vertically challenged.
