Ask to see where it specifically says the US flag is unapproved. If that point actually exists in the mall's written rules, get together with the other vendors and stores to petition the mall to change it.
If the rules do not refer to the US flag, tell 'em to take a hike and if they push it, tell them you'll sue them and publicize it.
