Yup. Police don’t stop crime. They investigate it and try to solve it. And that implies that a crime has been committed because the victim failed at protecting themself.

Crime “prevention” is the potential victim’s job.

The corollary is laws don’t stop crime they only define the infraction and prescribe punishments.
