One will always slip through here and there. Institutions and human processes are not all seeing, all knowing.

If people were really concerned about this, the Boy Scouts would be SHUT DOWN to remove an opportunity for access to children.

Might as well shut down Kindergarten and Grade school too.

No reason top shut down the Boy Scouts , they are a great organisation. They just have to keep a watchful eye on who they place in charge .
