Me thinks Issa is starting a steady drip of leaks that will start to reveal the extent of Fast and Furious. He doesn’t need Justice to turn over the documents - he has them. And he is doling them out carefully.

This is a way to get them to “fess up” to things they may not already know, and get to more of the truth. Justice probably doesn’t know for sure all of what Issa knows.
