The feds slowly hand off the impossible costs to the states (that cannot print money nor tax their citizens enough to pay for it and still operate) until they’re bankrupt (in steps Federal control).
I’ve wondered if the state’s decision to accept the federal Medicaid could be rescinded by the next governor or legislature. That could be a big mess.
