So this sez the king can take over all communications over the air and Internet upon declaration of an emergency.

This is in line with all the other emergency powers Homeland inSecurity has given itself to enact upon a president’s dictate of National emergency. Total control is total control and Obammycommies have all the bases covered.

They don’t know anything about America-America, history, economics or the constitution but they are experts in this area of totaltarianism. However, these clowns could never make trains run on time even if Dear Reader issues an EO about it. They’ll starve you to death, too, so be prepared!

"(b) supporting the continuous operation and restoration of critical communications systems and services by assisting the Secretary of Homeland Security with infrastructure damage assessment and restoration, and by providing the Secretary of Homeland Security with information collected by the Federal Communications Commission on communications infrastructure, service outages, and restoration, as appropriate."

I may not be reading this correctly, but your excerpt and mine read like a takeover of existing forms of communication, and replacing it with the government.
