ASSIGNMENT OF NATIONAL SECURITY AND EMERGENCY PREPAREDNESS COMMUNICATIONS FUNCTIONS

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:

Section 1. Policy. The Federal Government must have the ability to communicate at all times and under all circumstances to carry out its most critical and time sensitive missions. Survivable, resilient, enduring, and effective communications, both domestic and international, are essential to enable the executive branch to communicate within itself and with: the legislative and judicial branches; State, local, territorial, and tribal governments; private sector entities; and the public, allies, and other nations. Such communications must be possible under all circumstances to ensure national security, effectively manage emergencies, and improve national resilience. The views of all levels of government, the private and nonprofit sectors, and the public must inform the development of national security and emergency preparedness (NS/EP) communications policies, programs, and capabilities.

I'm fairly sure that things will work out. I've actually been in places where an HF radio was the only comms available.

Your occupied Europe analogy is about 70 years out of date.

Things move on.

Go out in the world and play hard for 20 years and tell me that HF isn't useful.

Sure, you can pick up a telephone and use it under normal conditions. But what happens if everyone wants to use the phone at the same time? What happens if the phone company’s local office is destroyed or loses power? What happens if the streets are blocked off and you can’t drive and tell someone? Local infrastructure can be destroyed or disrupted, but there’s no way to destroy the radio spectrum from DC to daylight. That’s where amateur radio operators come through.

Yes, this is exactly where everyone will scramble to find information in a crisis. When the Deep Water Horizon disaster happened, in the early days of trying to sort out the explosion, the failed BOP, the bad cement pour, the status of the leak and the plight of the victims, we went to ship-to-shore radio transmissions to listen to reports from fishing and pleasure boats in the area. It was slow going at times but thrilling. Some captains were able to monitor some Coast Guard channels and relay that information as well. I'd say to count on this method to be the best, and perhaps only, way to get up-to-date info when all other communication has failed.

On another related topic, I hope if someone reads this far they might think about this notion I had last night: I've been hearing about an "October surprise" and various investigative reports have posited that "something" is going to happen in America just before the election that will change things. Some are pointing to the increase sightings of tanks rolling down city streets, stockpiles of ammunition and so forth. What could be coming that HS would know about in advance?

It occurred to me a good possibility is massive union strikes. A very cursory search for "union contract expires" gave results that were rather alarming. A score of unions, including postal workers, communication workers, SEIU, nurses, teacher and other worker contracts seem to have upcoming contract expiration dates. (Now, I realize this is probably true at any given time one goes to search for same.)

Maybe we will see a series of strikes popping up across the country, starting in September after "labor" day and escalating as we head into October. I am not familiar with Unions, but I hope someone who is might do more specific research. It would make for an interesting story. Because if contracts and extensions are expiring, and we see a trend that negotiations are stalling or grievances are taken to the streets, we might start to take this October surprise more seriously. I can envision the current admin swooping in to be seen as the Great Negotiator.

After all, isn't the goal of the proletariat to displace the capitalist system with the dictatorship of the proletariat? You know, Workers of the World... I'm just sayin'...

It means that the feds want to take over all means of communications, including this one (the internet). That isn’t going to happen, no matter how hard they try. As long as I have a source of electronic parts, I can get a signal out, and no one can stop me. The genie has been let out of the bottle.

You're right - it's Homeland Insecurity trying to flex their thugginess... Then again, they're NOT the people protecting the country - they're union type muscle - and LOTS of paranoia... The country will get around them and in a few years Homeland Insecurity will be a creepy chapter in some history book...

Sir,
I have stated several times now that I am not trying to disparage HF or say its of no use. But HF has huge limitations compared with the type of communication we are using right now.

If I want thousands, perhaps hundreds of thousands, of similarly minded and concerned citizens to get some information ASAP, I could post it right here on FR. Then those citizens could join in, share information, and even come up with a plan. All within a matter of minutes or hours. These are people I don’t even know. And THIS is the type of communication that Obama is looking at controlling, just for that reason.

Now, how does HF compare? Let’s see. You send me your respons by HF, and I will let you know when I get it.

It's very common for users of the Otay repeater on 146.64/04 to hear Hawaii with two way tropo in San Diego. Otay put a PL on the radio to deal with intermod from other systems on the mountain.

I can't get a good DNS lookup of that URL this evening on my Fedora 17 Linux system. I'm not real concerned as most of my daily drivers are Linux based. Any Windows boxes that fail will get fixed.

Yep, and on the receiving end, when I was nine, (many decades ago) I built my first radio receiver with only a Gillette Blue Blade, a piece of pencil lead, a toilet paper tube -- and some scrap wire from an old transformer...

Today, I'd use a germanium diode, a tunable ferrite-core coil and add a variable capacitor for selectivity. And I might figure out a better antenna than the bedsprings I used as a kid... '-)

Not intended to be rude. It's just a matter of personal responsibility. I'm expecting lots of wailing and moaning tomorrow from many of my co-workers who chose to do nothing. The point is that they all had plenty of warning and chose not to act. Like it or not, I'll be tasked with solving their problems.
