The reason for this is that rules written only by lawyers usually end up unused!

The problem for this or any other government is that there are only a few dozen people in the entire country who have, at any one time, the native talent to write rules.
EPA, as you have probably guessed, doesn't let the subject matter experts near their rules ~ they write for the courts exclusively ~ and that's how private citizens run afoul of those EPA rules so easily.
What relevance does that have?? The problem for the citizens of our Republic is that the vast Federal government has far exceeded the limits set forth in the 9th and 10th Amendments.
You write as thought the "native talent" is some positive good for our Republic. What a vile and insulting thought to Liberty. The simple fact is that the EPA and most of the Federal government workers are engaged in wholly unconstitutional activities.
Remember that the EPA was granted the ability to regulate “Greenhouse” gases (CO2, Methane, ect), by the SCOTUS.
