SKS uses stripper clips. You engage the clip in a slot at the front of the bolt carrier, then push all the cartridges down into the mag.

Yep, if I found them, unless they were completely rusted out and not worth the time or money to fix them up, I definitely wouldn't be calling the local law enforcement.
