Good question. I suspect, that it will just go into higher premiums for citizens or lower Medicare and Medicaid reimbursements for doctors—just like it does now.
Democrat programs always reward undesirable behaviors and punish desirable behaviors.
If there is one that rewards legal, working citizens who play by the rules and laws of the USA, please inform me.
