I don't know that this, by itself, constitutes sufficient facts to create a suspicion that criminal activity may be afoot. (which is the standard for a stop and frisk)

Letting cops decided what is suspicious isn’t a good idea. JBTs will decided that all criminals beath,therefore anyone breathing is suspicious.
