I’ve never seen it say that but it is implied.
Remember when God parced thousands of troops down to three hundred. He gave them victory with ease, but they still had to charge the enemy.
Let me just jump in with my overpriced 2 cents worth.
Look at the account of Joshua crossing the Jordan. I remember a sermon years ago about this and the main point was that Joshua and the priests had to physically “commit”, in faith, to the task of crossing swollen/flooded river before God acted.
There are other accounts like this but this just came off the top of my head.
