Yep, that's Steny Please-Ma'am-May-I-Carry-Your-Purse Hoyer, and he's holding the hand of Elijah Cummings. Both these "men" are, I'm embarrassed to say, representatives of my state of Maryland. Both will almost certainly be employed for life, given their constituencies.
