Well, since he already has 97% of the black vote, just what does this gain him? I guess he is after that last 3% of the blacks that actually think about the consequences of their vote. Heck, he just might get them at the rate of lawlessness that he seems to be pushing.

Analogous situation is Bill Clinton's sub-rosa GOTV effort in the black community in 1998 on the eve of impeachment. His objective was to turn over the House to Democratic control and take down the impeachment articles the following January, before they went to the Senate for trial. He nearly made it, with a 60% spike-up in black votes over the 1996 turnout: the GOP had been anticipating a double-digit gain in House seats but instead had their majority cut to only eight or nine seats, completely surprising Speaker Newt Gingrich and costing him his Speakership and his seat in the House, both of which he resigned in embarrassment and disgrace.
