Correct on all points, but this may be part of the "ankle-biter" campaign, the meat of which was to fatigue the Palin family with constant legal bills and possibly bankrupt them -- and in any case to soak off as much of Sarah's time as possible in court, crippling her ability to campaign. That was the theory Rahm et al. (as in, et Alinsky) were working with.
