If these kids were taught good manners and decorum in school, they might amount to something. Instead, they’re being groomed to become part of the permanent underclass in these “laboratories of rudeness” we call public schools.

In other words, the school system is functioning as intended.

The poor bus monitor probably thinks this system is designed to help young people get a good start in life, and as a result of her confusion found herself stuck in a position of having to actually interact with these underclass-trainees.
