That point can be expanded. Polar bears were on the road to extinction even with normal ice in the 70's due to excessive hunting. Then a worldwide treaty went into effect and now their numbers are steadily growing independent of the ice. That it true despite that some populations are still being hunted at a rate of 10% per year.
