Didn’t Jimmy Carter, through Executive Order, pardon all Vietnam deserters? Of course we had Democrats in charge of both the House and Senate at the time.

Actually, presidential pardons are specifically allowed for in the Constitution.

But the Constitution (ART2 Sec2) clearly gives the President power for executive clemency.

Unlike this present dictatorial danger...
