Illinois Constitution forbids reducing pension benefits. But there is nothing in there that says you can't tax them at 100% for anything over $50,000...

But there is nothing in there that says you can't tax them at 100% for anything over $50,000... Then pensioners would move out of state. Illinois couldn't tax those people.
