Two terms for congressman, two *4 year* year terms for senators.
I've come to the conclusion that they never fix anything because it means losing a campaign issue. Term limits might clear that foot dragging problem up in a hurry.

Time to look at their pensions and benefits also, making sure that people go there to serve us, not to serve themselves.
Adequate compensation for the job, not striking it rich for life.
