Uhmmm thinkin both. Lets NOT forget the deep hatred native Hawaiian's have for mainlanders or "Haole" as they are called. Haole is said to have several meanings. None very nice.

My own experience saw both the ineptness and blatant corruption that predominates their culture. A man, very drunk, drives his car into the back of ours causing total damage of both cars and serious injury. Obvious what took place with many witnesses. Police at first refused (did not) to write a report. After our insurance company persisted, they wrote a few sentences that belied the events. When we stayed beyond our original plans to rectify the situation, we were told we probably should get off the island soon.

Of course corrupt at the deepest levels, but it started with the ineptness (laziness) of the frontline police members. This is the Hawaii I will always remember.
