If there’s a subpoena, then the question is: who’s going to enforce it? Can you get the Justice Department to arrest Eric Holder?

You are looking at this from the wrong point of view.

If Holder refuses the Subpoena, the next step is for the House to Cite him for Contempt of Congress.

The next step after that is for the House to vote to Impeach him for being in Contempt, with a trial by the Senate.

At some point in this process, the MSM has to start reporting it to the public. And then the Senate Democrats have to record a public vote. And Obama has to decide whether it would be better to fire Holder rather than put the Senate Democrats on the spot just before an election.

The Democrats know this ... and do not want it to happen.

I agree that impeachment is a means by which to punish Holder. All I was trying to indicate was that, prior to impeachment, the Contempt of Congress citation is toothless.
