IMHO, the bulk of the Stimulus was used to save Union jobs, Union Pension funds, hire or keep-employed Public Sector non-productive employees, etc., etc.

The taxpayer money was handed out to tout "millions of jobs saved or created", simply accomplishing the desired wealth-redistribution, and keeping the DNC coffers filled with laundered taxpayer-money, as usual.
