My understanding is that Hoover actively wanted to intervene in the economy during the collapses of 1920-21 and 1929-30. Presidents Harding and Coolidge both made a pronounced point of ignoring Hoover’s prescriptions...Coolidge privately referred to him as “Wonder Boy”.
