The Palistinians do it. Every time they're crushed militarily, or kicked out of some country they've squatted in, they hold a "victory celebration" as they're leaving.
Clinton got a "victory party" after he was impeached.
I think it's a consequence of pervasive media in the modern world. Put on a show to distract people from reality. It's a win-win: keep your (surviving) followers from giving up, and infuriate/demoralize your enemies.
Of course, if your enemies aren't restrained by the rules of civilization, it can lead to problems. That's why the Right doesn't use this approach. Well, that's one reason, anyway.
The spin that I especially liked in the past was her response to the question of when 0bama would take responsibility for the economy.
Her response was that as long as the economy was bad, it’s Bush’s fault, and when it starts to recover, that will be 0bama’s policies taking effect.
