In a city where a taxi medallion can run upwards of $750,000, I fail to see how the same immigrants who drive taxis can freely sell food on the sidewalk in front of another restaurant that is licensed, inspected, and pays monthly rent.

The vender's all have permits from the city to run these trucks. And they are quite expensive. The fee for these permits can run into the middle 5 figures. In NYC nothing is for free. Not if the city can make a buck.

A Muslim taxi driver told my NY friend that they have an ‘insider’ lobby/assoc. that provides fast-track taxi-liscense and all that.
