The most obvious and likely explanation for how this came to be is that the Occidental admissions office was under the impression that Obama was Indonesian.
For a guy who was a slack student and spent a lot of time getting high, merely graduating from Punahou and being black may not have been enough to get into Occidental.
Obama may have pulled out his old passport and played the Indonesian card in order to appeal to universities seeking diversity through foreign student enrollments, and when he matriculated Occidental may have placed him in housing with other South Asians, which would explain how he became a part of the South Asian circle at Occidental.
