The thing I found astounding was that Kyle was a tenured Associate Professor of Sociology at Penn State University, Harrisburg, before stepping down to a non-tenured Assistant Professorship at Cal State East Bay!

I would suspect that you’re right. The Penn State U system had a problem with him...but since he was tenured, they couldn’t just get rid of him, so as a professional courtesy, they passed him on to an unsuspecting state college in another part of the country.
