Zimmerman had intervened on behalf of a black victim of a police officer’s son. The son had attacked the black man but because his father was LEO, got away with it. Zimmerman distributed flyers in the black community.
Therefore it’s possible that the police misled Tracy Martin, implied that Zimmerman was going to be arrested (after all, Zimmerman’s a trouble-maker in the eyes of LEO), in order to get back at Zimmerman. It backfired (or perhaps it was Serino’s intention that it backfire) when the prosecutor refused to charge Zimmerman and it became a race issue nationally.
