and this update just includes language about the DHS instead of another department that was handling “implementation”.
In wide sweeping terms you are indeed correct. But as it was picked apart when it first came out, there are some concerning wording changes.
Changes that do alter the whole intent of the original document. Many of us would not have blinked an eye except for the changes that take this EO out of the realm of preparedness for war/attack to an EO placed in the realm of 0bama’s perceived peacetime needs.
The intentional alteration of the intensity of the document by 0bama is of concern. Before it was pretty clear when such an EO would be implemented. Now, it is not so clear. Who determines the ‘need’ and what are those parameters?
