Under this administration, it is probably true.
Obama has no interest in keeping this country safe and secure and he has made no pretense about it.
Who knows what he has told the Iranians in his secret correspondence to them.
Having a potential threat close to our shores will give the administration cover to force citizens into controllable enclaves, which is the goal of all socialist/marxist/communist leaders.

A nuclear device, in the stratosphere (30 miles), at the altitude achieved by a simple weather balloon, could create a EMP pulse with a radius of 480 miles. Basically the entire eastern seaboard could be crippled (for years) by an Iranian nuclear device delivered even somewhat close to what this guy is talking about. All he needs is a crude missile delivery system or an East wind.
Nuclear devices aren't really about craters, glass fields, or radioactive fallout. Nuclear devices are about EMPs and what they do to advanced industrial societies.

And all their vessels are dual purposed as submarines. They have the incredible ability to submerge and rest comfortably on the ocean floor at any depth for extended periods of time, years even.

The three-mile limit refers to a traditional and now largely obsolete conception of the international law of the seas which defined a country's territorial waters, for the purposes of trade regulation and exclusivity, as extending as far as the reach of cannons fired from land.
