Unfortunately for the EPA...cheap oil and gas is the fuel of the US economic engine. Their statutory mandate, as their employers We the People need to dictate to them, is to ensure as clean as is reasonable a supply for what the nation needs.
If they can’t figure that out and get on the stick, the only alternative is to shutter the agency.
