No, they dont. It stated that if a WTA scheduled before a certain date, they would either have to switch to proportional or lose delegates. Florida chose to lose delegates. But Florida wasnt given to Romney. The other candidates just failed to beat him there.

You can look for conspiracies in everything if thats what you need to rationalize, but that doesnt mean they are real.

You did miss it. There are no "winner takes all" states before April 1st.

Newt 2012 Statement on Florida Delegate Allocation

As noted by Chariman Priebus, “winner-take-all” states cannot hold a primary or caucus before April 1, 2012.
