Not Havana. A strict non-fraternization policy has been in place since 1977: Moscow Rules. It’s my experience that the Marines are there to guard the U.S. Mission; the Bureau of Diplomatic provides bodyguards for the Chief of Mission (i.e. Ambassador, Charge d’Affaires, inter alia, as required).
That should read “Bureau of Diplomatic Security.”
