What percentage of the population consists of police, federal agents, etc. Do they have any difficulty keeping the populace under control?

In feudal times, the nobility had no trouble keeping the more numerous peasants under control.

A united, coordinated, and armed minority will likely prevail against a majority that is divided and uncoordinated.
