OTOH the Soviets played with microwaving people for years. They bombarded our Moscow embassy for years with high levels of millimeter-band radiation, using it to power wireless bugs buried in embassy walls etc.
And also partly for its deteriorative effects on U.S. personnel, which was really sleazy; but then the guys running the whole country were gargoyles.
The Sovs instituted much tighter guidelines than we have, in making domestic applications radiation-safe. Power lines, appliances, etc. -- they won't locate apartment blocks near high-tension lines, e.g., and our developers build right up next to the utility easement if they can; an acre's an acre's a cash register. The Sovs wouldn't do that, they were very leery of RF radiation effects.
