There are leftist big money donors who are withholding their donations because they say Obama hasn't done enough for environmentalism.

I guess he has no choice but to issue draconian stuff like this...he's got to get them to change their minds and open their wallets because he is going to need LOTS more cash.

He will become more and more of a puppet on a string.
