The rules require business attire. A hoodie isn’t business attire. It isn’t even business causal. The speaker used the wrong rule. The hat rule is interesting and limited, but the business attire rule is pretty specific. In all the businesses Ive worked for its a coat and tie. It can be a sport coat but the slacks cant be jeans. High tech companies and some others have some very relaxed rules of what business attire is, but they are unusual in that area.
