If you could pay ten years of property taxes as a one time payment for permanent forgiveness of property taxation, a cash strapped state like CA would go for it.

In CA this would quickly be invalidated by the courts...even before it was voted on.Yes it would, and I was born and raised in North Dakota. The only reason I have never gone back, is because of the cold weather. Other than that, I would have left California already.
