I don't know your expertise.
I'm just a retired military air traffic controller,
but my brother worked at Kwajalein Island Long Range Radar for several years.
My guess is it came off that rocket lauched Feb 15th, stayed in a decaying orbit for a few days and reentered the atmosphere
as filmed.
As you suggested, a Zenit rocket with Phobos-Grunt lifted off
on November 6, 2011.

Your brother served on Kwajalein? Man, I knew a guy who was there for a bit in the early 1990s; he said that was the most remote duty assignment he had.

But, the object was found last Sunday. There is no indication of how long the thing might have been there before it was found. Could have been a year, a . . . . .
