ROSEAU, Dominica (AP) -- Two California men on a gay cruise of the Caribbean were arrested Wednesday in Dominica, where sex between two men is illegal.
Police Constable John George said police boarded the cruise ship and arrested the two men on suspicion of indecent exposure and "buggery," a term equivalent to sodomy on the island. He identified the men as John Robert Hart, 41, and Dennis Jay Mayer, 43, but did not provide their hometowns.
George said the men were seen having sex on the Celebrity Summit cruise ship by someone on the dock.
The two were later charged with indecent exposure and are scheduled to appear before a magistrate Thursday morning. If found guilty, they could be fined $370 each and face up to six months in jail.
The ship carrying about 2,000 passengers departed Puerto Rico on Saturday and arrived in Dominica on Wednesday. It departed for St. Barts without the men, who are being held in a cell at police headquarters in the capital of Roseau.
The cruise was organized by Atlantis Events, a Southern California company that specializes in gay travel.
President Rich Campbell, who is aboard the cruise, said in a phone interview earlier that he thought the two men would be released. He later said in an email that the company has organized many trips to Dominica and would "happily return

AP wants us to think these guys were arrested because of their homosexuality - in fact they were arrested for public lewd behavior that is a crime the world over.
Hint to AP: If you want the world to stay out of everyone’s bedroom, then don’t make every venue your bedroom.
Homosexists used to claim they just wanted to be left alone; well, clearly that idea was abandoned and now they demand that we approve of every deviation and spectacle no matter how bizarre, destructive or pathological.
Dominica is a beautiful and largely undeveloped island. People go there to see the views, the tropical flora, and the wildlife, especially birds.
Maybe the travel agency thought the tourists could avoid public anal sex for a brief time. (Most people manage ...) After all, if they just wanted to bugger one another in public, they could have saved their money and stayed home.

I’ll bet there are not a lot of homosexual cruises to the middle east, especially Saudi Arabia.
The problem with a story like this is that you have no idea what happened. Not that I need the grisly details... But were these two engaging in activity they thought was private, but they happened to be seen through a window? Or were they out on the balcony as a deliberate provocation?
If they were being prudent and had a reasonable expectation of privacy, I would say that this is an over-reaction by the Dominican authorities. If they were being “in-your-face” about it, then they deserve to have the book thrown at them.
But you can’t tell, based on the information provided.
