There was no "rider." He claimed he voted against it as a parliamentary maneuver so he could bring the bill back "later." Later never came, and his vote gave other Senators political cover to also vote "no." He should have allowed a Senator from a non-Coastal state do that, because in his case it made him look self-serving. Which he was/is/always will be.
