You can have it, and it may not be detected in the biopsies because they missed the infected area. But not to worry if you have it, the cancer will spread, and eventually they will detect it.
This is not meant to discourage you only to alert you to the fact a negative reading may mean you don't have it or , it hasn't spread into the areas of where the biopsies are taken.
High PSA readings are not always a sign of cancer either.

My psa has been over 4 for a couple years this time it was 5.9, got a pca3 it was 41 so ultra sound and needle biop next.
I’ll be 70 next Jan, no worry’s. I think.
