This is all about the humiliation the elected suffered during the 2010 reelection town hall meetings. They had to find a way to shut up the masses

OWSers will not be arrested. This law, like the law giving them the power to lock up American citizens on the "battlefield" and hold them indefinitely is intended to be and only will be used against Conservatives.

Winston Churchill said something along the line of, "If we will not fight when we can win,we will have to fight when we have no chance of wining. Our only choice will be whether we die as men or die as slaves". We are fast approaching that point, if we have not reached it.
