Simple solution - make it illegal to move out of the state,

or, simply have an “exit tax” on their wealth.

It’s the socialist thing to do.

I think an “exit tax” has been discussed in California. It would reach out and tag the previous year’s tax return with some sort of invented “fee.” for leaving.
