Depends on whether the population is concentrated in geographical areas leading to pockets of political control. From what I’ve read, Mesa, AZ, has a large percentage of Mormons.

Indian reservations are usually Democratic Party strongholds, so expect them to vote for Obama.

Do all retirees vote conservative Republican? No.

At 4.6% (2010 census) the Indian population is bigger than the mormon one....

But, as you say, they haven't really voted (R) at any time.

Mesa is only a small portion of greater Phoenix so I wouldn't give them too much credit for power.

McCain probably got in as Senator with the AZ mostly open primary. This year it changed and only registered (R) voters can vote in the (R) primary. I think a lot of voters registered as (I) so they could pick which primary they could vote in, either for or against, a party as well as a candidate.
